JOB SUMMARY
LATCH is seeking a Technical Architect to lead the technical direction, integration, and execution of a project to design, develop, and manage PDFs. This senior-level position oversees the design, planning, and delivery of solutions across all project tasks, including forms support, technology support, Section 508 requirements, and innovation. The Technical Architect will act as the principal technical leader, ensuring performance, security, and compliance with Government standards while managing day-to-day Agile delivery, personnel coordination, and quality assurance of technical deliverables.
rESPONSIBILITIES AND dUTIES
Job responsibilities and duties will include, but are not limited to, the following:
- Serve as the project manager and team lead.
- Serve as the lead technical authority across all project tasks.
- Develop and maintain technical work plans, staffing strategies, and solution roadmaps aligned to Government mission and evolving requirements.
- Direct and coordinate Agile delivery including sprint planning, backlog grooming, and release cycles in coordination with Government stakeholders.
- Oversee the deployment and sustainment of AEM environments, database systems, and workflow tools across the Government on-premises and cloud infrastructure.
- Ensure compliance with Government security policies, FISMA, DevSecOps practices, and Section 508 standards.
- Review project performance, identify technical risks, and resolve issues in coordination with project staff and Government leadership.
- Provide monthly technical reporting and resource expenditure updates to the COR and Technical Point of Contact.
- Lead collaboration efforts across internal teams, subcontractors, and federal stakeholders to ensure timely delivery of all contract deliverables.
REQUIRED EXPERIENCE, QUALIFICATIONS, AND SKILLS
- Proven ability to manage and direct technical projects of similar size and complexity in a federal environment.
- Deep knowledge of Adobe Experience Manager (AEM), form design, adaptive forms, workflow automation, and enterprise integration strategies.
- Understanding of Section 508 conformance requirements for digital documents and ICT.
- Familiarity with enterprise DevSecOps pipelines, configuration management, and secure software development practices.
- Demonstrated leadership and people management skills, including task planning, resource allocation, and conflict resolution.
- Ability to interact effectively with government stakeholders, including presenting findings and managing requirements.
- Strong written and verbal communication skills, with experience preparing technical documentation and monthly status reports.
- Must be a U.S. Citizen and able to obtain/maintain a Public Trust clearance.
DESIRED QUALIFICATIONS AND SKILLS
- Experience with USCIS or other DHS component systems and infrastructure.
- Familiarity with ICAM integration (e.g., SSO, identity federation) and case management systems.
- Knowledge of database technologies and dashboarding tools such as DataBricks and Tableau.
- Expertise in workflow and change management tooling and Agile metrics.
- Experience collaborating with geographically dispersed and cross-functional teams in government environments.
EDUCATION
Bachelor’s degree in computer science, information technology, management information systems, or a related technical field. Relevant work experience may be substituted for education.
