LATCH is seeking a Senior Database Developer to support the Department of Homeland Security’s Office of Homeland Security Statistics (OHSS). This role will lead the design, development, and maintenance of enterprise-level database solutions that enable advanced reporting and analytics. The ideal candidate will bring deep expertise in federal data environments, data architecture, and ETL pipelines, and will demonstrate leadership in data-driven decision support.

This position is contingent upon contract award.

Job Location

Currently remote but possibly returning to office and must live within commuting distance to Washington, D.C.

Responsibilities and Duties

Job responsibilities and duties will include, but are not limited to, the following:

  • Design, develop, and maintain complex databases to support high-impact reporting and analytics for mission-critical federal programs
  • Lead the development and optimization of scalable ETL processes and data pipelines
  • Implement data modeling, normalization, and integration strategies for structured and unstructured data
  • Tune database performance and manage stored procedures, functions, and triggers
  • Ensure data quality, security, and compliance with DHS and federal data governance standards
  • Collaborate with cross-functional teams to translate business and policy needs into robust technical solutions
  • Document database architectures, data workflows, and SOPs for traceability and audit readiness
  • Analyze, interpret, and present complex data sets to drive actionable insights across program areas
  • Serve as a contract point-of-contact (POC), working closely with the Account Manager to coordinate and fulfill program-level reporting.

Required Qualifications and Skills

The selected candidate must have the following qualifications and skills:

  • 15+ years of experience supporting federal programs, including extensive onsite experience navigating agency policies, compliance, and change control processes
  • Proven success designing and managing large-scale databases (PostgreSQL, SQL Server, Oracle) in mission-driven environments
  • Expertise in SQL, relational data modeling, and schema optimization
  • Strong background in ETL, data integration, and analytics architecture
  • Proficient in database scripting, performance tuning, and automation
  • Skilled in data governance, quality assurance, and metadata management
  • Ability to extract, synthesize, and visualize data insights for executive-level audiences
  • Bachelor’s degree in Computer Science, Information Systems, or a related field
  • Excellent communication and documentation skills in remote, hybrid, and stakeholder-facing environments

Desired Qualifications and Skills

It is desirable that the candidate has the following qualifications and skills:

  • Familiarity with data modeling tools (e.g., ERwin) and cloud-based database platforms (AWS RDS, Azure SQL, Google Cloud SQL)
  • Understanding of federal data security frameworks (FISMA, FedRAMP) and DHS-specific protocols
  • Experience developing stored procedures and logic for automated reporting and data validation
  • Exposure to modernization initiatives in federal data warehousing environments
  • Comfort working within a multi-disciplinary team, supporting reporting needs across program areas

Job Type: Full-time

Pay: $145,000.00 – $170,000.00 per year
