Job Summary
LATCH is seeking a Senior Software/Application Developer to support the Naval Surface Warfare Center Philadelphia Division (NSWCPD), Information Technology Operations Division (Code 104). This role is responsible for designing, implementing, and maintaining IT Service Management (ITSM) application solutions in compliance with Department of Defense (DoD) cybersecurity and software engineering requirements. The candidate will contribute to the development and sustainment of mission-critical software systems and applications aligned with enterprise objectives.
Note: this position is contingent upon contract award, requires an active Security clearance and may require occasional travel to Philadelphia, PA.
Responsibilities and Duties
Job responsibilities and duties will include, but are not limited to, the following:
- Design, implement, and support ITSM application solutions using DoD-approved technologies.
- Analyze system requirements and translate them into functional and technical specifications.
- Develop and configure application modules, workflows, and integrations to support business and mission processes.
- Maintain compliance with RMF, STIGs, and other DoD cybersecurity requirements throughout the software development lifecycle.
- Participate in system design reviews and provide input on architecture, scalability, and security.
- Troubleshoot and resolve issues in deployed applications and perform root cause analysis.
- Collaborate with stakeholders to gather and document application requirements.
- Perform functional and integration testing of new features and enhancements.
- Document development processes, configurations, and modifications in accordance with NAVSEA standards.
- Implement best practices for version control, secure coding, and configuration management.
- Support application change management and deployment planning.
Required Qualifications and Skills
The selected candidate must have the following qualifications and skills:
- U.S. Citizenship.
- Active Secret clearance (or ability to obtain within 45 days of award).
- Proven expertise in software and application development in secure, enterprise environments.
- Experience designing and implementing ITSM solutions and service workflows.
- Strong understanding of application security principles, RMF, and DoD cybersecurity guidelines.
- Ability to develop and maintain application documentation and configuration records.
Desired Qualifications and Skills
It is desirable that the candidate has the following qualifications and skills:
- Experience working with enterprise ITSM platforms such as ServiceNow.
- Knowledge of database structures and data-driven application development.
- Familiarity with DoD application development standards and agile methodologies.
- Experience supporting Navy business or mission systems.
Required Experience
- Experience: Ten (10) years of experience in the design and implementation of ITSM and enterprise application solutions.
- Education: Bachelor’s degree in Information Technology, Computer Science, or a related technical field from an accredited college or university.
- Certification: Must hold one of the following IAT Level III baseline certifications:
- CASP+ CE
- CCNP Security
- CISA
- CISSP (or Associate)
- GCED
- GCIH
- CCSP
Salary
Between $130,000 and $150,000 per year, depending on experience and education.
