JOB SUMMARY
LATCH is seeking a Senior Database Administrator (Systems Administrator III) to support the Naval Surface Warfare Center Philadelphia Division (NSWCPD), Information Technology Operations Division. The Senior Database Administrator will manage, secure, and maintain enterprise databases, ensuring high availability, integrity, and performance in alignment with Department of Defense (DoD) cybersecurity and information assurance policies. This position requires demonstrated experience in database architecture, administration, and lifecycle support across multiple database platforms.

RESPONSIBILITIES AND DUTIES
Job responsibilities and duties will include, but are not limited to, the following:

  • Administer and maintain enterprise databases such as Microsoft SQL Server, Oracle, and Microsoft Access.
  • Implement database security controls and ensure compliance with RMF and DoD cybersecurity requirements.
  • Perform database backup, recovery, and disaster recovery planning to ensure data integrity and continuity.
  • Optimize database performance through monitoring, tuning, and indexing.
  • Conduct integrated testing for security functionality and resiliency against attacks.
  • Manage user access controls, permissions, and role-based security models.
  • Perform data modeling and support schema development for custom applications.
  • Analyze and resolve complex database issues and provide end-user support.
  • Maintain documentation of database configurations, procedures, and troubleshooting steps.
  • Collaborate with development and infrastructure teams to ensure secure and efficient data integrations.
  • Support the Risk Management Framework (RMF) authorization process and conduct risk assessments as needed.
  • Plan and coordinate installation, upgrades, and patching of database software.
  • Monitor and enforce data standards, policies, and procedures.

REQUIRED QUALIFICATIONS AND SKILLS
The selected candidate must have the following qualifications and skills:

  • U.S. Citizenship.
  • Active Secret clearance (or ability to obtain within 45 days of award).
  • Proficiency in administering relational databases in enterprise environments.
  • Strong understanding of database security, access controls, and compliance frameworks.
  • Experience with performance tuning, query optimization, and capacity planning.
  • Knowledge of RMF, NIST 800-53, STIGs, and related DoD data protection standards.

DESIRED QUALIFICATIONS AND SKILLS
It is desirable that the candidate has the following qualifications and skills:

  • Familiarity with Navy enterprise architecture and DoD data governance practices.
  • Experience supporting high-availability and distributed database environments.
  • Working knowledge of scripting languages (e.g., T-SQL, PL/SQL, Python, or PowerShell).
  • Experience using database monitoring and automation tools.

REQUIRED EXPERIENCE

  • Experience: Ten (10) years of experience administering databases in a secure IT environment.
  • Education: Bachelor’s degree in Computer Science, Information Technology, or a related technical field from an accredited college or university.
  • Certification: Must hold one of the following IAT Level III baseline certifications:
  • CASP+ CE, CCNP Security, CISA, CISSP (or Associate), GCED, GCIH, CCSP

Salary
Between $150,000 and $160,000 per year, depending on experience and education.

Note: this position requires a Secret security clearance
