Job Summary

LATCH is seeking a skilled Principal Software Developer to support the Naval Surface Warfare Center Philadelphia Division (NSWCPD), Information Technology Operations Division. This role serves as the technical lead across all task areas, overseeing the design, development, and deployment of secure, compliant software solutions that meet Department of Defense (DoD) and U.S. Navy standards.

Note: this position is contingent upon contract award, requires an active Secret security clearance and may require occasional travel to Philadelphia, PA.

Responsibilities and Duties

Job responsibilities and duties will include, but are not limited to, the following:

  • Define and manage software specifications and system requirements.
  • Lead and oversee software architecture, design, development, and integration.
  • Conduct Analysis of Alternatives (AoA) for software and infrastructure solutions.
  • Provide remote and on-site troubleshooting, root cause analysis, and problem resolution.
  • Support system and application cloud migration activities utilizing DoN-authorized providers.
  • Manage the development and execution of change management processes.
  • Prepare and maintain POA&Ms for long-term and short-term technical roadmaps.
  • Ensure compliance with cybersecurity and RMF standards across the development lifecycle.
  • Implement secure coding practices and automated security validation within CI/CD pipelines.
  • Coordinate activities across functional teams to ensure alignment with delivery objectives.
  • Provide technical documentation and project status reports per DoD standards.

Required Qualifications and Skills

  • U.S. Citizenship.
  • Active Secret clearance (or ability to obtain within 45 days of award).
  • Demonstrated leadership of multi-disciplinary software development teams.
  • Proficiency in secure development practices, DevSecOps, CI/CD pipelines, and configuration management.
  • Knowledge of RMF, NIST 800-53, and DoD cybersecurity frameworks.
  • Experience with system design in hybrid and cloud-based architectures.

Desired Qualifications and Skills

  • Familiarity with Navy enterprise IT systems and environments.
  • Experience with threat modeling, secure design, and vulnerability remediation.
  • Experience with defect tracking systems such as SPIR or equivalent.

Required Experience

  • Fifteen (15) years of experience in software engineering, including five (5) years in a leadership or management role.
  • Bachelor’s degree in Computer Science, Information Technology, or a related technical discipline from an accredited institution.
  • Must hold one of the following certifications:
    • CASP+ CE
    • CCNP Security
    • CISA
    • CISSP (or Associate)
    • GCED
    • GCIH
    • CCSP

Salary
Between $150,000 and $180,000 per year, depending on experience and education.
