Job Summary
LATCH is seeking qualified Senior Software Developers to support the Naval Surface Warfare Center Philadelphia Division (NSWCPD), Information Technology Operations Division (Code 104). The Senior Software Developer will provide development and lifecycle support for business and mission-critical systems in alignment with Department of Defense (DoD) cybersecurity and software engineering requirements. This position requires advanced technical knowledge in the design, implementation, testing, and maintenance of complex software systems in accordance with DoD and NAVSEA standards.
Note: This job is contingent upon contract award, requires a Secret security clearance, and requires occasional travel to Philadelphia, PA.
Responsibilities and Duties
- Job responsibilities and duties will include, but are not limited to, the following:
- Participate in the full software development lifecycle including requirements gathering, design, development, integration, testing, and maintenance.
- Analyze user needs and develop software solutions that align with operational and security requirements.
- Develop, test, and maintain applications using approved programming languages and frameworks.
- Collaborate with stakeholders to define functional and technical software requirements.
- Implement software changes and enhancements in response to mission needs.
- Troubleshoot and resolve software defects and system performance issues.
- Develop and execute unit, functional, and integration test plans.
- Ensure compliance with RMF and DoD cybersecurity controls throughout the development process.
- Support CI/CD integration, automated testing, and version control systems.
- Document software designs, workflows, and configuration changes in accordance with NAVSEA standards.
- Participate in peer code reviews to maintain code quality and ensure adherence to secure coding practices.
Required Qualifications and Skills
The selected candidate must have the following qualifications and skills:
- U.S. Citizenship.
- Active Secret clearance (or ability to obtain within 45 days of award).
- Expertise in software engineering principles and software lifecycle methodologies.
- Proficiency in secure coding standards, RMF compliance, and system hardening practices.
- Experience using enterprise programming environments and tools (e.g., Visual Studio, Eclipse, NetBeans).
- Strong understanding of cloud-based software development and deployment strategies.
Desired Qualifications and Skills
- It is desirable that the candidate has the following qualifications and skills:
- Familiarity with Navy enterprise systems and mission applications.
- Knowledge of agile software development practices and DevSecOps integration.
- Experience with automated testing frameworks and CI/CD toolchains.
- Working knowledge of DoD STIGs, IAVMs, and vulnerability remediation processes.
Required Experience
Experience: Fifteen (15) years of experience in the development and management of software solutions, including systems analysis, software lifecycle management, and issue resolution.
Education: Master’s degree in Computer Science, Information Technology, or a related technical discipline from an accredited college or university. Equivalent professional certification may be accepted in accordance with CSWF guidelines.
Certification: Must hold one of the following IAT Level III baseline certifications:
- CASP+ CE
- CCNP Security
- CISA
- CISSP (or Associate)
- GCED
- GCIH
- CCSP
Salary
Between $135,000 and $160,000 per year, depending on experience and education.
