LATCH is seeking a Senior Database Developer to support the Department of Homeland Security’s Office of Homeland Security Statistics (OHSS). This role will lead the design, development, and maintenance of complex database solutions to support data-driven reporting and analytics. The ideal candidate will have extensive experience with federal data systems, ETL pipelines, and database architecture. This position is contingent upon contract award.

Responsibilities and Duties

Job responsibilities and duties will include, but are not limited to, the following:

  • Design, develop, and maintain enterprise databases to support reporting and analytics
  • Develop and optimize ETL processes and data pipelines
  • Implement data modeling, normalization, and integration strategies
  • Manage stored procedures, functions, triggers, and database performance tuning
  • Ensure data quality, security, and compliance with DHS policies
  • Support data warehousing and data governance initiatives
  • Collaborate with developers, analysts, and stakeholders to translate business needs into technical solutions
  • Document database architecture, workflows, and standard procedures

Required Qualifications and Skills

The selected candidate must have the following qualifications and skills:

  • Demonstrated expertise with database management systems, including SQL Server, Oracle, or PostgreSQL.
  • Extensive experience designing, implementing, and maintaining relational databases, data warehouses, and ETL processes.
  • Proficiency in Data Analysis, Data Modeling, and Data Integration, including familiarity with tools like ERwin or similar data modeling software.
  • Experience with Data Governance frameworks and practices to ensure data quality and compliance.
  • Bachelor’s degree in computer science, Information Systems, or related field
  • Expert-level proficiency with SQL and relational database design
  • Strong experience with ETL processes and data integration tools
  • Ability to design and implement data models and schemas to support complex reporting
  • Skilled in database performance tuning and query optimization
  • Experience with database scripting, automation, and version control
  • Strong understanding of data governance, data quality, and metadata management
  • Excellent problem-solving and analytical skills
  • Ability to work independently and collaboratively in a remote or hybrid environment
  • Strong written and verbal communication skills

Desired Qualifications and Skills

It is desirable that the candidate has the following qualifications and skills:

  • Experience developing stored procedures, functions, and triggers to support automated report generation and data transformation
  • Familiarity with cloud-based database platforms (e.g., AWS RDS, Azure SQL, Google Cloud SQL)
  • Strong knowledge of federal data security frameworks (e.g., FISMA, FedRAMP), especially for systems managing statistical and immigration-related data
  • Understanding of data governance frameworks used in DHS or similar agencies
  • Exposure to data warehousing modernization efforts in large-scale federal environments

Required Experience

  • 15+ years of experience supporting federal programs, with extensive onsite experience navigating agency policies, change control, and compliance
  • Demonstrated success managing large relational databases (PostgreSQL, SQL Server, or Oracle) in production federal environments
  • Experience implementing ETL pipelines and data integration solutions across siloed systems
  • Proven ability to design and optimize complex schemas to support real-time dashboards and automated reporting
  • Hands-on experience with performance tuning for high-volume query environments
  • Proficient in developing database logic to support policy-driven reporting, data aggregation, and audit traceability
  • Strong familiarity with DHS security protocols, including backup, recovery, access controls, and data masking in compliance with FISMA/FedRAMP

Job Type: Full-time

Background Check: Requires a DHS Public Trust background check

Pay: $145,000.00 – $170,000.00 per year
